Ministry of Finance Vietnam is preparing a draft resolution that focuses on creating clear mechanisms and policies to handle surplus houses and land across the country. This move comes as Vietnam continues to restructure its administrative system and streamline its organizational setup, which has resulted in a large amount of unused public property.
The main goal of this proposed resolution is to speed up the process of managing and using surplus land and housing. Authorities believe that unused public assets should be quickly brought into effective use instead of remaining idle. This will help improve efficiency and support development at both local and national levels.
The draft includes detailed proposals on how to manage public housing and land that are no longer used for residential purposes. These properties may be transferred to local housing management organizations, which will then be responsible for their proper use and development according to legal regulations.
The policy also addresses the handling of surplus assets created due to the reorganization of administrative units. In such cases, authorities can transfer these properties to local governments for management without requiring lengthy approval procedures. This step is expected to simplify and speed up decision making.
In situations where land is repurposed for public use such as parks, playgrounds, or community facilities, existing structures that are no longer suitable may be demolished. This can happen even if the buildings are still usable or have not completed their depreciation period. The aim is to ensure that land is used effectively for community benefit.
The draft further explains that when surplus land is reassigned for offices, public services, defense, or security purposes, planning adjustments will be made after official decisions are taken. This approach allows faster implementation of new projects without delays caused by planning revisions.
For cases where land is leased or allocated to individuals or organizations, the recipients will be required to pay the remaining value of buildings and assets attached to the land. This ensures that the State recovers value from public assets while allowing their productive use.
The policy also covers cases where buildings are located on land owned by other individuals or organizations. If the landowner wants the assets returned, they can take them back by paying the remaining value. If they do not wish to keep the assets, the managing authority can demolish them and return the land.
Overall, this draft resolution is expected to create a more transparent and efficient system for managing surplus land and housing in Vietnam. It aims to reduce waste, improve asset use, and support economic and social development as the country continues its administrative reforms.
