Singapore is set to introduce a standardized disciplinary framework across all schools by 2027 to address bullying and student misconduct more effectively. The initiative aims to ensure consistency in how schools handle such cases while maintaining flexibility to consider individual circumstances.
According to the Ministry of Education, the new guidelines will include minimum penalties for serious offences. First-time offenders may face up to three days of detention or suspension, or both, along with possible changes to their conduct grades depending on the severity of the incident.
In certain cases, physical punishment such as caning may be applied, with first-time offenders facing one stroke and repeat offenders up to three strokes. The policy is designed to act as a deterrent while reinforcing discipline within the school environment.
Education Minister Desmond Lee stated that the framework would provide a common baseline for all schools. However, institutions will still retain the ability to assess each case individually, taking into account factors such as age, maturity, mental well-being, and special educational needs.
The ministry also clarified that bullying cases will be evaluated based on intent, impact, and repeated behavior, ensuring that disciplinary measures are applied fairly and appropriately. This distinction aims to separate serious bullying from less severe behavioral issues.
In addition to stricter punishments, the government plans to introduce improved reporting mechanisms. A new online system will allow students to report bullying incidents directly, while parents will receive timely updates and clearer communication during investigations.
The move follows a recent increase in reported bullying cases, with data showing a rise among both primary and secondary school students. Authorities believe that the new measures will promote a safer learning environment while encouraging collaboration between schools, parents, and the wider community.
