To Lam Marks Hanoi University’s 120 Years

Vietnam’s General Secretary and President To Lam delivered a major speech during the ceremony marking the 120th anniversary of Hanoi National University on May 16, 2026. The event was also held to honor the university with the prestigious First-Class Labor Order in recognition of its contributions to education, science, and national development.

Speaking before senior government leaders, educators, scientists, students, and international guests in Hanoi, To Lam described Hanoi National University as a symbol of Vietnamese intellect and academic excellence. He praised the institution for its historic role in nurturing generations of talented individuals who contributed to the country’s independence, development, and modernization.

The Vietnamese leader reflected on the university’s long history, beginning with the establishment of the University of Indochina in 1906, which later evolved into Hanoi National University. He emphasized that the institution represented one of Southeast Asia’s earliest modern multidisciplinary universities and played a major role in shaping Vietnam’s higher education system.

To Lam also recalled the historical importance of President Ho Chi Minh’s involvement with the university after Vietnam gained independence in 1945. He said Ho Chi Minh considered education and knowledge essential for building a strong and independent nation. According to To Lam, Hanoi National University became a key institution for training intellectuals, scientists, and future national leaders during difficult periods of national resistance and reconstruction.

During the speech, To Lam outlined seven important priorities for the future development of Hanoi National University. He called on the university to become a leading academic center in Asia and eventually among the world’s top universities. He supported the university’s target of entering the top 100 universities in Asia by 2030 and the top 300 universities globally by 2035.

The President stressed the importance of innovation, digital transformation, artificial intelligence, semiconductor research, biotechnology, renewable energy, and advanced materials science. He urged the university to become a national center for research and technology development while contributing directly to Vietnam’s economic growth and modernization strategy.

To Lam also highlighted the need for stronger cooperation between universities, businesses, government agencies, and international institutions. He stated that academic research should not remain limited to classrooms and laboratories but should instead create practical benefits for society, industries, and local communities across Vietnam.

Another key theme of the speech was academic diplomacy and Vietnam’s global image. To Lam said Hanoi National University should continue strengthening international partnerships and represent Vietnamese culture, knowledge, and innovation on the world stage. He noted that the institution has already welcomed many global leaders, scholars, and international organizations over the years.

The Vietnamese leader further called for reforms in university governance, greater autonomy, better financial support, and improved research infrastructure. He said the government would continue supporting education and scientific development through new national policies aimed at helping Vietnam become a modern and advanced nation by 2045.

The ceremony concluded with congratulations to the university’s teachers, researchers, students, and alumni for their long-standing contributions to Vietnam’s educational and scientific progress. To Lam expressed confidence that Hanoi National University would continue playing a major role in shaping the country’s future.
