Vietnam Pushes Governance Reforms in Lao Cai

Pham Thi Thanh Tra chaired an important inspection and supervision meeting with the Standing Committee of the Lao Cai Provincial Party Committee in Lao Cai on May 5, 2026. The conference focused on reviewing the implementation of central government directives and preparing for the second phase of inspections ordered by the Politburo and the Secretariat of the Communist Party of Vietnam.

The meeting brought together senior officials from multiple ministries, inspection agencies and provincial departments. Representatives from Lao Cai province included Provincial Party Secretary Duong Quoc Huy, Chairman of the Provincial People’s Committee Nguyen Tuan Anh and several members of the Provincial Party Standing Committee. Officials discussed progress made under national development directives and outlined priorities for the next stage of supervision.

According to the inspection team, the second phase of inspections in 2026 will focus on four major areas. These include improving the effectiveness of local government operations, achieving economic growth targets above 10 percent, implementing Resolution 57 on science, technology and digital transformation, and evaluating the quality of Party organisations and leadership performance at all levels.

Pham Thi Thanh Tra praised the Lao Cai Provincial Party Committee for seriously implementing instructions issued by the central leadership. She particularly highlighted the province’s work in promoting the Resolution of the 14th National Congress of the Communist Party of Vietnam and successfully organising recent elections. Officials noted that Lao Cai recorded a voter participation rate of nearly 100 percent, among the highest rates in the country.

During the meeting, the Deputy Prime Minister stressed the importance of three major “political missions” that local authorities must implement with urgency and determination. These priorities include achieving double-digit economic growth, accelerating science and technology development, and improving the efficiency of two-level local government operations. She stated that these objectives must be treated as national priorities requiring strong political commitment.

The Deputy Prime Minister also called for a major change in development and management thinking. She urged Lao Cai province to move away from what she described as a “poor province mindset” and instead fully recognise its strategic advantages. Located near international border crossings, Lao Cai has significant potential in regional trade, logistics and international economic connectivity, according to government officials.

Officials additionally emphasised the need to modernise governance by placing citizens and businesses at the centre of public services. Authorities said local governments should adopt modern management methods instead of relying solely on traditional administrative approaches. The province was encouraged to continue improving tourism, logistics, agricultural processing and industrial development while also expanding opportunities in the green economy, digital economy and circular economy sectors.

Digital transformation and investment attraction were also major discussion points during the conference. Government representatives stressed that Lao Cai must improve infrastructure, attract private investment and strengthen cooperation with foreign investors. Public investment projects are expected to play a leading role in encouraging broader economic growth and supporting long-term development strategies throughout the province.

At the conclusion of the meeting, Lao Cai Provincial Party Secretary Duong Quoc Huy said the province fully accepted the inspection team’s recommendations and would immediately implement corrective measures and development plans. He confirmed that Lao Cai authorities are committed to improving governance quality, strengthening economic growth and ensuring that all inspection requirements are carried out effectively in line with national policies.
