Vietnam's General Secretary and President To Lam has called for a major shift in the country's foreign investment strategy, urging authorities to focus on attracting high-quality projects instead of simply increasing investment volume. Speaking at a national conference on implementing Politburo Resolution No. 10, To Lam said Vietnam must use foreign investment to strengthen domestic industries, technology and long-term economic competitiveness.
Focus Shifts from Capital to Technology
To Lam said Vietnam has benefited from foreign investment for nearly four decades, but the country's priorities have now changed. He stressed that attracting capital alone is no longer enough and that future investments should bring advanced technology, innovation, skilled jobs and stronger links with Vietnamese businesses. He said the country must carefully select investors capable of supporting sustainable economic development.
Why Is Vietnam Changing Its Investment Strategy?
According to To Lam, Vietnam wants to improve productivity, technological capability and national competitiveness. The government aims to attract projects in semiconductors, artificial intelligence, electronics, clean energy and high-value manufacturing while reducing dependence on low-cost, labour-intensive industries. The strategy is designed to strengthen Vietnam's economic resilience and global position.

Eight Major Priorities Announced
The Vietnamese leader outlined eight priorities under Resolution 10. These include improving the investment climate, selecting responsible investors, strengthening domestic supply chains, developing skilled workers, investing in modern infrastructure, reforming investment promotion, expanding capital markets and ensuring stronger cooperation between foreign and local businesses. He also called for stricter action against projects that fail to meet environmental, technological or legal standards.
Government Targets Sustainable Growth
To Lam said Vietnam will no longer compete by offering excessive incentives or lowering environmental standards. Instead, the country plans to compete through transparent policies, efficient public services, quality infrastructure and a highly skilled workforce. He encouraged ministries and local governments to prepare clear investment strategies based on regional strengths and long-term planning.

Resolution 10 signals Vietnam's ambition to become a leading destination for high-quality foreign investment in Southeast Asia. By prioritising innovation, advanced technology and sustainable industrial development, the government aims to strengthen economic growth while improving domestic manufacturing capabilities and increasing Vietnam's role in global supply chains. The policy also reflects Vietnam's strategy to achieve developed-country status by 2045.
