Vietnam has officially introduced a major national strategy focused on advanced technologies and future innovation industries. Deputy Prime Minister Ho Quoc Dung signed Decision No. 21/2026/QD-TTg approving a new List of Strategic Technologies and Strategic Technology Products that will come into effect from July 1, 2026. Officials said the policy aims to strengthen Vietnam’s long-term economic competitiveness and technological self-reliance.
According to the new decision, the Vietnamese government has identified 10 strategic technology groups covering key sectors expected to shape the country’s future economy. These include digital technologies such as artificial intelligence, cloud computing, blockchain, big data and the Internet of Things. Other important sectors include next-generation mobile network systems, robotics, automation, advanced biotechnology, semiconductor chip technology, cybersecurity, aerospace and high-speed rail systems.
Government officials explained that the strategy reflects Vietnam’s growing ambition to become a major technology and digital economy hub in Southeast Asia. Authorities believe rapid investment in advanced technologies will help improve industrial productivity, strengthen innovation capabilities and reduce dependence on foreign technology systems in critical sectors such as cybersecurity, energy and communications.
The decision also introduced a detailed list of 30 strategic technology products divided into two categories. The first category includes products that already have strong market potential and can directly contribute to economic growth. Examples include Vietnamese language artificial intelligence models, cloud platforms, blockchain infrastructure, industrial robots, smart manufacturing systems, advanced vaccines, biosensor systems and green hydrogen production technologies.
Several products on the list focus heavily on digital transformation and modern industrial development. Vietnam plans to promote the development of AI-powered virtual assistants, cybersecurity systems for critical national infrastructure, 5G and 5G-Advanced mobile network equipment and intelligent healthcare technologies. Officials stated that these products are expected to support both economic expansion and national digital modernisation efforts.
The second category focuses on future-oriented technologies and strategic products connected to national self-reliance, security and defence. These include specialised semiconductor chips, quantum communication systems, quantum computing technologies, deep-sea exploration systems, satellite networks and small modular nuclear reactors. The government views these technologies as essential for strengthening Vietnam’s long-term scientific and technological independence.
High-speed rail and urban rail systems were also included among the strategic technology priorities. Officials said Vietnam intends to invest in rail-related industrial platforms, transportation systems and advanced railway infrastructure as part of broader efforts to modernise national transportation networks and support sustainable economic growth in major urban regions.
The Ministry of Science and Technology will be responsible for periodically reviewing and updating the strategic technology lists based on future economic and industrial developments. Authorities stated that the government plans to continuously adapt the policy to match changing global technology trends and domestic development priorities. The ministry will coordinate with other agencies to monitor implementation and recommend future adjustments when necessary.
Vietnam officials described the decision as a major step toward building a stronger innovation ecosystem and increasing Vietnam’s role in the global technology industry. The strategy is expected to encourage investment, strengthen research capabilities and create new economic opportunities in sectors such as artificial intelligence, renewable energy, advanced healthcare, transportation and digital infrastructure over the coming years.
